Unique 1990 Baltic Czech Republic Russian Plate w COA European Draft Horses Rare

Stunning 8" plate but I can't read a word on it or on the COA
It portrays a Baltic people (perhaps) putting up their hay using draft horses.  They are coming through the town, which has a woman carrying water in a yolk with an almost dutch looking hat, an old man & woman sitting in front of their home with their dog, some geese & a foal.
This is truly beautiful and has to a known artist, but I can't read a word, not even on the back.  All I can make out is 1990.
